As long as there is a sales tax or any other form of taxation then people will be paying taxes. They may not pay an income tax, either state of federal tax, but they will pay through consumption. If they have the money, or whatever, to buy something then they will pay a tax. I don't know if food stamps are taxed but I imagine someone will pay the tax.
