The ban on the Telegram messaging app in Russia has sparked one of the largest public protests against dictator Vladimir Putin since his full-scale invasion of Ukraine. Unauthorized protests took place across the country, as well as public and private resistance from some members of the political elite.

The Russian authorities responded with their usual combination of repression and minor concessions. In particular, protest organizers faced house searches and arrests, and a youth movement united around internet freedom was forcibly disbanded.

Expert Mikhail Komin emphasized that when entertainment industry representatives voiced cautious criticism of the ban, the Kremlin mobilized other celebrities who presented the move as serving "national interests."

Amid the discontent, Putin's regime has already postponed further restrictions. For example, the planned fee for "foreign" traffic was postponed until the fall, and the requirement to register the International Mobile Equipment Identity number of all mobile devices was postponed indefinitely. "Both measures aimed at blocking the tools Russians use to access independent platforms are key to the next stage of the Kremlin's control over the internet. In the first case, most virtual private networks, which route online activity through remote servers to which the authorities have no access, will be labeled as "foreign" by mobile operators. Users will be charged accordingly, and access to this workaround will be identified and punished." At the same time, as Komin explained, the IMEI registry, which was initially positioned as a means of combating drones, is an attempt to curb the growing practice of carrying two phones, as many Russians have one for government services, in particular the Kremlin-backed national messenger Max, which monitors user activity, and another that uses a VPN.

The analyst also emphasized that the Kremlin is currently facing a situation where a very significant portion of Russians regularly use circumvention tools. Download statistics show that Russians installed VPN apps ten times more often in 2022 than the year before. In March 2026, these figures were 14 times higher than the previous year.

"Even traffic estimates for blocked apps tracked by Mediascope, a Kremlin-approved media monitor, show that YouTube, WhatsApp, and Telegram haven't been reduced to zero. The longer the blocking lasts, the fewer users these social platforms have, but millions of people still use the blocked services at least once a month," Komin said.

He expressed conviction that Putin's inability to block independent voices will likely lead the Kremlin, after the election cycle pauses, to increase pressure on the 30-40% of Russians who regularly use VPNs. This is expected to occur through tougher measures, including fines for users of blocked protocols and incentives such as the recently announced "government VPN" for IT professionals. As reported, the actual blocking of the Telegram messenger in Russia began earlier than expected .

Russian authorities continue to push the so-called national messenger Max on users. Meanwhile, officials and senior managers of state-owned companies try to avoid using it on personal devices due to mistrust and fear of total control.

Thus, members of the Russian elite are buying smartphones en masse and registering new SIM cards exclusively for Max, so as not to expose their primary phones. In informal conversations, they openly admit that installing this app effectively means handing over their device to the FSB.
