I think she suddenly remembers him, from when they met once so briefly, at a time when she was more hopeful and dreaming ... and back then, it seems he belonged to someone else. Not sure why else the woman would have pulled him away in those flashbacks otherwise. So she can't bear to be with him after all those lost dreams in the meantime.
My alternate theory: the original lady liberty in those flashbacks was her mother, but I don't know how to work this out.
I really don't know, but it sure pulls at my emotions no matter what.
