Russian airports began restricting jet fuel refuelling following Ukraine's airstrikes on the country's refineries. Problems arose in several regions of the Russian Federation.

Restrictions are already in effect at airports in Makhachkala, Mineralnye Vody, Astrakhan, Nizhny Novgorod, and Krasnodar. Aircraft using these airfields as alternates and relying on refueling are limited to no more than 2.5 tons of kerosene. At the airports in Astrakhan and Mineralnye Vody, carriers have also been warned that fuel will only be supplied in the amount required for a specific flight. Additional supplies will not be available. These restrictions indicate that fuel shortages in Russia are worsening. Ukraine's attacks on Russian refineries have proven highly effective: approximately a quarter of Russia's refining capacity has been knocked out. Petroleum product exports were initially disrupted, and now signs of shortages are appearing domestically. Russian authorities had previously imposed a ban on the export of aviation kerosene until the end of November. However, these measures apparently proved insufficient.

The company said, in a statement, that the changes will affect some Russian routes, including select frequencies to Moscow and St. Petersburg. “In view of the shortage of aviation fuel and its rising cost, we are forced to reduce the frequency of flights on certain routes from cities in the Republic of Uzbekistan to the Russian Federation,” the statement read. Passengers affected by cancelled flights will be offered free rebooking on the nearest available flights without additional charges, as well as full refunds without penalties. Problems with aviation fuel on the Russian market unfolded at the end of May after a series of attacks on oil refineries: in a month, 16 plants were destroyed, and oil refining in Central Russia almost stopped.
At the end of May, airlines received warnings from fueling providers about the impossibility of refueling planes under existing contracts at airports in Saint Petersburg, Yekaterinburg, Ufa and other cities with lower demand.

At least 30 Russian regions are facing gasoline shortages and fuel supply disruptions as Ukrainian attacks continue to target Russia’s oil and energy infrastructure, based on a report by The Moscow Times.
The number of affected regions has risen sharply in less than a week. On June 4, fuel shortages and supply restrictions had been reported in 15 Russian regions. Similar measures were also in effect in six Russian-occupied Ukrainian territories, including Crimea, Sevastopol, and parts of the Luhansk, Donetsk, Kherson and Zaporizhzhia regions. The reported disruptions come amid Ukraine’s ongoing long-range drone campaign against Russian oil refineries, fuel depots and other energy facilities, which Kyiv says are used to support Moscow’s military operations.
The airline industry and the airports will join the long list of businesses filing for bankruptcy.
Russian authorities have not publicly linked the shortages to Ukrainian strikes, but analysts have noted that repeated attacks on fuel production and storage facilities have placed increasing pressure on domestic supply chains.
Ukraine has intensified its attacks on Russia’s energy sector in recent months, targeting refineries and fuel infrastructure deep inside Russian territory in an effort to disrupt military logistics and reduce revenues from the energy industry.
