-- I'll say 【Diamond Heights】 got better downtown/bay + valley views than Noe Valley. Some houses can see Twin Peaks + Mt Davidson + East Bay two sides all at the same time. Plus it's not that crazy expensive + no cable wires over your head. Noe Valley is kinda way too hyped up.
-- A neighbor of Diamond Heights, 【Miraloma】 also has great views. South face houses are not that expensive, but still you can see rolling hills all the way to Daly City and South City.
-- Also 【Forest Hill / Midtown Terrace】 have some beautiful valley views with all green trees, nice and peaceful, like living in a cozy vacation cabin. It's so green, even not like West Coast.
