I was in Saudi Arabia and Kuwait during that war. We succeeded in pushing Iraq out of Kuwait (the stated goal of the operation). President Bush was smart enough not to engage in urban warfare, unlike his son. Regime change was not the plan, but rather containment was. We had military flights to the North and the South of Baghdad to enforce containment for years. And it was working.
