1. Gain contracts by insider knowledge
2. Overprice costing of materials
3. Modify technical specifications 👀👀. Turn a 15 meter steel pile into 9 meters. Replace high strength concrete with coarse cement and sand.
4. Provide generous share of funds to project proponents 👀
5. If caught, use high calibre lawyers. You can also use a wheelchair and an ambulance and pretend that you are sick.
6. If step 5 does not work, use your private jet to escape.

This is informative. We should have had this in the Philippines if the flood control projects were actually made. Somehow the flood control projects of our government turned into luxury cars, aircrafts, designer bags, etc. of their own families. The strategy they made wasn't in engineering but in stealing taxes.
