4. Provide generous share of funds to project proponents 👀
5. If caught, use high calibre lawyers. You can also use a wheelchair and an ambulance and pretend that you are sick.
6. If step 5 does not work, use your private jet to escape.

Somehow the flood control projects of our government turned into luxury cars, aircrafts, designer bags, etc. of their own families. The strategy they made wasn't in engineering but in stealing taxes.
