I lived in California for 3 years and I got to see a Trooper do this once! As a person not local to Cali, it was new to me to see a cop do this and to see the California highway traffic come to a slow craw then dead stop for the trooper pulling this maneuver, it was quite a sight to see. They can be complete asshole drivers in that LA highway traffic but they sure did pull it together for that trooper. It was awesome to see everyone respect the law when it mattered. I work as a first responder in Texas and the drivers here sometimes FLY by an accident scene. It's one of the more dangerous places, the highway, for a stalled car. They can creep up on you fast.

someone educate me.....why was the 2nd vehicle further down the road there, and why was it immobile initially, or why couldn't it move to the side on it's own when the traffic was stopped originally?

There wasn't any reason to stop all those lanes AFTER the car was out of the way. 2 minutes of 5 lanes stopped causes a 2 hour jam for the people further back. Cops act that way because they can. Always there to make a situation worse never better

This is STUPID. 1st with lights on everyone is suppose to pass to the left.

2nd should stay put till a 2nd car arrives blocking the car with lights on.
