The only thing "wrong" or "corrupt" with Heaven in the Hazbin Hotel universe, is that there isn't a man in charge. Specifically, the King of Heaven himself: Jesus Christ.
Seriously, if Jesus were in this scene, none of this drama would have escalated to the level it did.
Jesus would have given Charlie's hotel a chance to redeem sinners. Not complete approval yet, but given an actual chance to try.
He would have explained why the exterminations are a necessary thing and why they happen at all. Same stuff as Adam said earlier, but with more wisdom, clarity, and no profanity.
He would have put Adam in his place and tell him to stop over-exceeding his authority and using the exterminations as his personal revenge against Lucifer and Lilith.
He would have called out and punished Lute for over-exceeding her authority, in casting out Vaggie from heaven. Possibly would have taken Lute's halo and wings away too, and make her earn them again by becoming part of the hotel staff correcting the mistake she made in casting out Vaggie.
Lute: Angels don't make mistakes.
Jesus: No, it is only I who am without sin. Angels can make mistakes too. Have we forgotten what Lucifer was before his fall? You, Lute have a grave mistake is casting out your sister-in-arms and making her sin against heaven. If Sera actually did anything wrong, then Jesus would definitely have called her out on it. I still don't think Sera has done anything wrong.
And he definitely would have given Vaggie a chance to redeem herself and return to heaven.
Oh, and Emily would have definitely volunteered to help Charlie with the hotel too.
There is zero reason why the King of Heaven shouldn't have been present in this scene and series whatsoever. It would have made the series better, and would not have lead into the unnecessary final battle of the season. Not having Jesus Christ, the Redeemer himself be part of a show that supposedly is about redemption is "Never putting Han, Luke, and Leia together in a SINGLE scene together in the Star Wars sequel trilogy" level of dumb.
