The changes that allowed the fraud to happen took place when Trump was first president. All the fraud, waste and abuse policies were created from the first Trump presidency and now they are trying to act like it was Bidens fault

The Rule Changes (2020)
Waiver of In-Person Visits: In March 2020, under the Trump administration, the Centers for Medicare & Medicaid Services (CMS) issued emergency waivers (Section 1135) allowing "face-to-face" hospice certifications to happen via telehealth or audio-only calls.
Legal Expansion: On March 27, 2020, the CARES Act was signed into law, which codified these flexibilities. This meant doctors no longer had to physically see a patient to certify they were terminally ill.
Suspended Audits: To ease the burden on healthcare workers during the pandemic, CMS temporarily paused many routine site visits and background checks on new hospice businesses
