In other words, spontaneously composed by someone who is semi-literate, without the presence of advisers to correct the grammatical gaffs, and who was probably "upset" at the time.

These contrasts could imply that while statements actually composed by the US president should only be taken with a grain of salt, statements composed by his advisors, under his name, should be taken seriously.
