The concept is ok. I think the best way to balance is give imunity to the teams that sucessfully completed their turn so they can only face teams that also successfully completed their turn. Otherwise their territory should be ignored and the attack go through to the next territory. So clubs with one completed turn can face only clubs that also comleted their turns once,twice and so on.

@Utube777-7I think you should change it from teams earning a plus one overall to it being dependent on what the team rolls.
That way if a team has to win 6 games they get a plus 6 overall, and not a plus one overall like a team that only had to win one game.
