What's really entertaining about this whole season is how useful the homeless problem is to the various sides. It's really the perfect costless political tool: a group of people you can champion to thunderous applause and that won't hold you accountable at all when you do nothing for them, because that's exactly what you intend to do for them, nothing. Perfect politics.

That last line from Norman always makes me think that the phoney serial killer storyline actually happened IRL while Wire writer Ed Burns was with the Baltimore PD and David Simon said the same thing as Norman when Burns told him about it:
“I wish I was still at the paper so I could write on this, it’s too damn good.”
