They did not play because, they had recently just got their independence and did not have much funds to appear both the olympics and the WC. They had to choose one, and they decided that Olympics was greater at that time than WC. So they played in the Olympics but not in the WC. Hope that helps

@Dandoesstuff-q1mI think you miss some things like that after Brazil won their 3rd world cup, they were granted to keep the actual World Cup Trophy and that it was stolen and most likely melted down in 1983.
You forgot to talk about the changes to the world cup Trophy as well.
I don't know which is the greatest world cup but the most memorable world cup in my opinion is the 2010 World cup in South Africa because we got two iconic World Cup Songs: "Waka Waka" By Shakira and "Waving Flags" By K'Naan, We saw the insane usage of the most annoying musical instrument ever invented, The Vuvuzela and OF COURSE THE JABULANI FOOTBALL !!!
