I'm pretty sure the cartel guy who was calling the shots and used the girl as a shield is the actor who now plays the Lincoln Lawyer on the Netflix series. It's a good show too.

When two military helicopters (like Black Hawks) suddenly appear low and aggressive:

4
People often freeze or hesitate instead of reacting instantly
It’s not a normal situation — your brain needs time to process “what is happening?”
That hesitation (even a few seconds) is enough for trained units to take control
2) Overwhelming force & intimidation

The helicopters aren’t just transport — they’re psychological dominance:

Loud, disorienting rotor noise
Dust and debris blowing everywhere
Highly trained soldiers already aiming weapons as they land

That combination is meant to overwhelm and control, not give the other side time to respond.

3) Most criminals aren’t trained for that scenario

Even armed groups (like cartels) usually:

Expect police or rival gangs, not military-style air assault
Don’t train for coordinated helicopter interdictions
May assume they’re being arrested, not immediately attacked

So instead of “fight immediately,” the reaction can be:

Confusion
Trying to comply
Waiting for instructions
4) Movies compress timing

In reality:

If someone did decide to shoot at helicopters, it would be chaotic and risky
The scene is edited to look clean and decisive
Directors often remove messy hesitation or failed reactions to keep tension high
5) Tactical realism vs storytelling

The scene is designed to show:

Total control by the operators
A power imbalance (“they never stood a chance”)

Not necessarily a perfectly realistic firefight.

So you’re not wrong — in some real situations, people might shoot or try to escape. But hesitation, confusion, and intimidation are also very common, and movies lean into that to make the moment hit harder.

What you’re seeing in that scene from Sicario: Day of the Soldado is fictional and dramatized. In real life, laws around the use of lethal force are very strict almost everywhere, including Hong Kong.

How the law actually works (simplified)

In most legal systems:

You cannot use deadly force just because someone is a criminal
Lethal force is only justified in very narrow situations, such as:
Immediate self-defense
Protecting others from imminent threat of serious harm or death
Even then, the force used must be proportionate and necessary
In Hong Kong specifically
Use of force (including by police) is governed by strict rules
Deadly force is only allowed if it’s absolutely necessary (e.g., to stop a serious, immediate threat)
“Kill them all” type actions would be considered serious crimes (like murder)
Why movies look different

Films like Sicario exaggerate or simplify:

Government operations
Rules of engagement
Legal consequences

They’re designed for tension and storytelling, not realism.
