Former Speaker Martin Romualdez continues to deny involvement in the alleged anomalous flood control projects. This comes after the Ombudsman said that former Public Works Secretary Manuel Bonoan has agreed to become a state witness to boost the cases against the lawmaker. Romualdez’s lawyer Elaine Atienza says that in numerous Senate and House inquiries and other official investigations, no DPWH officials have linked Romualdez to the scandal. She says even Bonoan has never implicated the former Speaker to the alleged ghost projects. She reiterated that in the national budget process, no single person, including the Speaker, has control over it.
