They bait for the last champion with 15x/25x summon events to drain shards before the guaranteed event.
That's the pattern and Plarium has no incentive to guarantee the last champion before the last week. Logically, why would they ever leave the last week of one of these events with nothing for players to spend resources for? The only wild card for these IP/Collab effects is whether they provide a regular guaranteed event or a much worse Tournament Win only event for the Special Dungeon boss champ.
