Proctor was hired and promoted because he is a bigot, not in spite of it. MSP had a $6.8 million dollar verdict against them in 2025 for discriminatory promotional practices in which women and non-white troopers were passed over for promotions in favour of white men who were less qualified and had longer disciplinary records. The suit was first brought in 2016 and in 2025 in response to the verdict the MSP said they were "continuing" to implement better promotional practices.
I call bullshit. The MSP has just been racists promoting other racists for at the very least a decade or more (and I suspect it has actually been that way since basically the inception of the MSP as an organisation). And all of them are happy to overlook the 'longer disciplinary records' of their fellow white male officers - and no doubt that creates a culture in which these people have a willingness to overlook plenty more, particularly when it comes to misconduct or violence against the very people they are all biased against like women, queer people, or non-white people.
You're damn right plenty of black people and many others have been saying this for god knows how long and now the question is are people just going to look away and stick their heads in the sand again or are we all going to get something actually done about it?

I don’t know about US but in Australia, police have to spend time policing in different area such as rural areas. Allowing police to grow up and train and work in the same area increases this behaviour.
