When you make as much money as you do at this point of your game, I think that hiring more staff for the animals should be a part of being an "ethical zoo". It is about both ANIMAL AND HUMAN WELFARE at this point since your zoo has grown so wast, and maybe you should also keep up with staff buildings being way more available to your staff for efficiency and comfort. Also, perhaps consider a maximum of 3-5 animal enclosures per quarantine and vet building and research all diseases as quick as you can to avoid outbreaks before they happen. I would say the ideal staff amount for the size of your zoo and the animal populations, would be around 0,5 - 2 caretakers and 0,25 vets, just so a you have a constant amount of research going and your animal pens are always being kept clean and the animals fed. The suggested 2 caretakers per enclosure is with birds and other animals who have a tendency to need more cleaning and upkeep than others in mind.
