The way a duck hunts is first they land on the water. Then they do a nose dive. There might be new boats (new tech) not available yet capable of maneuvering a duck dive to attack submersibles. When the duck isn’t diving his bottom half is in the air with legs sticking up. New tech might appear as a boat but have a duck foraging for food underneath. A is the nature of the duck. Possible new tech might not be designed to attack submersibles but to retrieve. Like the duck the new might be able to only retrieve in certain parts of bodies of water in comparison to where there is constant sustainable resource throughout cycles. The moon cycles etc affect the gravity of the oceans. Keeping in mind that these correlations can easily help other countries defensive improve.

How is it they float up like rockets? If I did that in the water, I'll kinda float up half way from the pool floor and kinda get stuck mid way, unless I kick/paddle. How do they do that?
