@Zeke-bt1iyI just had this issue. It wasn't related to a VPN at all. It was my location the files were being saved to. If you go to Files and it says it can't access it. That's your issue. Try clearing the data of downloader, and try again, or make sure the storage you had prior (SD card, USB drive etc) is still there and accessible.
