There are places on the capital building that he can protest without being arrested. He trespassed. Protesting is protected by the first amendment. No body is above the law. If the chain of command violates the law, subordinates can protest; it's called democracy. Inhibiting the subordinates from speaking out is tyranny.

But he will face the consequences of him doing it as a military officer in uniform because he is creating chaos to the uninformed civilian public and confusions to the military members on the non partisan military rule. A nonpartisan military is a fundamental tenet of constitutional democratic governance, ensuring that armed forces serve the entire public, remain subordinate to the public elected civilian authority with their limited years of power in office and execute lawful orders regardless of which political party holds power. In the United States, Department of Defense guidelines, such as DoD Directive 1344.10, strictly prohibit active-duty from engaging in partisan activities. This includes campaigning for or speaking along with a candidates at partisan gatherings, they can only do it by not representing for the military. Maintaining this strict separation preserves public trust and guarantees that the military's focus remains solely on its constitutional duty and national defense. This officer violated that directive. If he has grievances on his chain of command he must do it according to the military procedure only.
