It's not "two loops", as such. It' s every four bars. In this case you loops are each two bars.

I would say the best way is to write chord progression with some melody and then trying to play it different ways. For example let's say you play on a piano and left hand is playing C major chord, all notes at once in some bouncy rhythm and right hand complements it with some melody notes. You can play the same chord with arpeggio in the same rhythm but without changing melody. Or you can instead play it by bouncing between C and G notes etc. This way overall harmony and rhythm are staying the same, but every variation has it's own unique feel. After writing a good chord progression with some variations you can very naturally feel where the chorus, verse and bridge should go, because energy is changing and all other instruments and drums are added just to complement those changes or spice them up.
