I don't like second-guessing law enforcement, but that second one could have been handled better. The suspect clearly went into a full-blown panic the minute those lights went on. Would it have been better to simply tail them to their destination and then stop and ask a few questions? And no post-chase summaries leaves one wanting for detail.

No Lady, you don't know how to do it efficiently or effectively. He basically just gave up. If it were a hardened criminal, she would have been out of her depth waiting on a male officer to save her.
